Funding criteria and policies.

Funding Criteria

Please note that while we do accept Letters of Inquiry on a monthly, rolling basis, we do not accept unsolicited grant proposals by e-mail or mail. All letters of inquiry must be submitted using the designated form provided. An organization must first submit a Letter of Inquiry and be invited to submit a grant proposal unless utilizing our program grant form.

Mission Alignment & Unmet Need

The potential grantee organization’s work must align with the Glenn W. Bailey Foundation’s mission and/ or with a specific program set out by the Foundation in an RFP or similar direct communication. Letters of Inquiry and grant proposals will be assessed based on context, timing, and budget. The organization as a whole should address an area of failure, need, or inefficiency.


Scalability

The potential grantee organization’s work must be replicable, and scalable, and they should be willing to work with other organizations with similar missions. The Glenn W. Bailey Foundation’s mission can only be attained if we are all working together to model and scale our outcomes and the work we are doing.


Financial Health & Sustainability

The potential grantee organization should be financially stable and be able to prove thorough financial statements and historical financial data showing that they are financially sound and have grown and will continue to grow without sacrificing the quality of programs.


Overhead Policy

Testable Impact

The potential grantee organization must be able to prove, by an independent evaluation, that the work they are doing is efficient and effective, both in cost and outcomes. We fund early-stage initiatives but will emphasize innovation and evidence evaluation to demonstrate impact, especially as an organization grows. For growth or late-stage organizations, we emphasize a program’s ability to reach more program participants in a cost-effective way that does not sacrifice impact.


Team & Leadership

While we know that turnover is inevitable, it is also incredibly costly and sometimes avoidable. We generally prefer to work with organizations that have historically low turnover rates and who value their employees’ contributions and the historic knowledge their long-time employees provide.


Future Potential

The organization or research team should want to influence the field and contribute insights by developing new evidence, engaging in thought leadership, and/or publishing research or findings relevant to their mission and the problems their work seeks to solve.


The Glenn W. Bailey Foundation does not provide over 10% of administrative costs, salaries, or any individual’s salary.
